I wanted to ask whether, although our project uses only public, de-identified datasets and does not involve human subjects research, I still need to send an IRB approval or determination letter as the next step to activate the experiment.

This is a question to direct to your institution’s ethics board not the psychopy forum.
If the data has anything to do with humans or animals, yes you need ethics approval (at least in Canada). Even if you did not collect the data, still need ethics approval and the TCPS Core 2 certification.
