Description of the problem:
When I hit sync in the local builder, it appears that the changes I made were not synced onto Pavlovia, an older version of the experiment was run. I am not sure what is going on.
I had this issue as well. You have to disable and clear your cache in Chrome.

If Pavlovia refuses to run the latest upload of your experiment, disable the cache via Network conditions in the browser console. You may also need to clear the cache when you first set this (using Ctl-F5 or equivalent).
You can check whether the code is uploading by viewing code from your experiment page.
