This is what fixed my very similar issue:
I was running a 2023 version today just fine, then installed a 2025 version… Abruptly got the same message and it would crash on trying to open the 2023 version. I had to go into Users/[your_user_name]/.psychopy3/userPrefs.cfg and the appData.cfg. I just renamed these to userPrefsold.cfg (I didn’t want to delete it just in case) and appDataold.cfg. I then was able to launch the 2023 version of Psychopy without a problem. The 2023 version recreated the userPrefs.cfg and appData.cfg files.
Note: you have to enable hidden folders on MacOS: command+Shift+period to find the .psychopy3 folder.
