Adding wintab component to builder

Hello,
I added the wintab component to the builder. I have forked the main branch and pushed my changes on here: GitHub - Jakoban2411/psychopyWinTab: For running psychology and neuroscience experiments

I wanted to contribute this to the main psychopy development team. Please let me know what I need to do so I can make a PR and start making appropriate changes to push it to the main branch.

I suspect that the best route would be for you to make your WinTab freehand drawing tool as a PlugIn rather than incorporating it into the core PsychoPy code.
