Psychopy strange behavior when switching (. and ,) in windows control panel

OS (e.g. Win10): Win10 ( Native spanish language setup)
PsychoPy version : 3.1.5
Standard Standalone? (y/n) Standalone

Hi Psychopy fellows,

I wanted to inform you about one strange behavior in a windows 10 computer with Native Spanish as language setup (I will explain below why the language setup of the machine is important).

When I was configuring the windows system I decided to change in the windows control panel the decimals “,” (used in spanish notation) by “.” which is a more international standard.
Some days later, when I tried to initiate Builder, it showed for a few miliseconds the first screen and then psychopy crashed. This behavior happened repeatedly. I was completely puzzled by this, until I decided to change back the “.” by “,” as it was normally configured in the native spanish windows system.

After restoring this, Builder continued working without any problem.

Therefore, I just wanted to inform about this behavior, just in case someone has a similar problem (probably it can be fixed as well).
