Unicode DeCode Error 'utf8' codec and audio driver

OS: Windows 7
PsychoPy version (e.g. 1.84.x): 1.83.04
Standard Standalone? (y/n) y:
What are you trying to achieve?: An experiment with text and audio stimuli

What specifically went wrong when you tried that?:

The experiment works fine on a laptop with windows 7 and also worked on the desktop computer before. But after this computer was reconfigured completely new, the experiment does not work any more. The error message is like the following picture:

I thought first it had to do with the condition excel file and renamed it or changed it into a .csv file. But that did not work. I am using a german keyboard. I also installed the chinese language, because byte 0xe4 seems to be a chinese character, but actually, I am not using chinese characters in my experiment and it did not work either.

Thanks to @daniel.riggs1 and @Michael I got the hints to start a new topic and that it might be related to the audio files in my experiment.

I am using .wav files that are retrieved by an excel condition file. Is it possible that I need another driver (I also had to update the driver of my graphics card to make it OpenGL compatible)?

Thank you for your help!

The question @Michael referred to contains the answer. There was a bug in the code, which has since been fixed. The easiest thing for you to do would be to update your version of psychopy. If not, follow the instructions in @jon 's answer.

Thank you again for your help. Unfortunately, the advise did not work - neither updating Psychopy, nor changing the files in psychopy/sound.
The new error message is as follows:

To update my problem: actually, none of my PsychoPy experiments with sound work anymore since the computer has been reconfigured. All worked before with that computer. I guess, something has changed in the computer. Could it be the audio driver? Which one should I use?
